Managing Successful Programmes (MSP) is a methodology that comprises a set of principles and processes for use when managing a programme. A programme is made up of a specific set of projects identified by an organisation that together will deliver some defined objective, or set of objectives, for the organisation. The objectives, or goals, of the programme are typically at a strategic level so that the organisation can achieve benefits and improvements in its business operation.

MSP has been used and adopted within many organisations both within the public and private sectors. The experiences of those who have adopted programme management have provided invaluable inputs into the latest edition of the guide, which was published in 2007.

Today's organisations exist in a climate of constant and increasing change. Organisations that have learned how to transform themselves through effective leadership and strategic control are more likely to survive and prosper. Programme management is increasingly being recognised as key to enabling organisations to manage that transformation.

Adopting a programme management approach such as MSP provides a structured framework that can help organisations avoid these pitfalls and achieve their goals.

The MSP framework is based on three core concepts:

MSP Principles. These are derived from positive and negative lessons learned from programme experiences. They are the common factors that underpin the success of any transformational change

MSP Governance Themes. These define an organisation's approach to programme management. They allow an organisation to put in place the right leadership, delivery team, organisation structures and controls, giving the best  chance for success

MSP Transformational Flow. This provides a route through the lifecycle of a programme from its conception through to the delivery of the new capability, outcomes and benefits.

MSP Exam Structure

There are currently 3 qualifications available for MSP:

MSP 2007 Foundation

The first qualification consists of 50 multiple choice questions to be answered in 40 minutes. This is a closed-book examination. Candidates need to achieve a mark of 30+ to pass the paper (60% pass rate).

MSP 2007 Practitioner (previously known as MSP Intermediate)

The Practitioner examination has been changed to an objective marking style, closed book paper. The paper will consist of 9 questions with a total of 180 marks available to be completed within two hours. Candidates need to achieve a mark of 90+ to pass the paper.

MSP 2007 Advanced Practitioner (previously known as MSP Practitioner)

The Advanced Practitioner examination will remain an essay based, open book paper. The paper will consist of up to 3 questions with a total of 75 marks available to be completed within 2 hours. Candidates need to achieve a mark of 38+ to pass the paper.

Background to Qualifications/ Eligibility

Candidates must always take the Foundation Examination before the Practitioner and Advanced Practitioner Examinations, either on the same day or separately. If a candidate has previously passed the Foundation Examination, they are qualified to sit the Practitioner and Advanced Practitioner Examinations without the need to re-sit the Foundation Examination. If a candidate chooses to sit the Foundation Examination only, and passes, they will receive a "Foundation Examination" certificate stating that they have passed. However, if a candidate sits the Foundation Examination, Practitioner and Advanced Practitioner Examination on the same day, and passes all three, they will receive a "Practitioner Examination" certificate, but not any other certificate.
